WoTC Promo is the very first promo series of the Pokémon TCG outside Japan. Between 1999 and 2003, Wizards of the Coast released 53 numbered cards with a black star instead of a set symbol, and not a single one of them was ever in a booster pack. You got them at the Pokémon League, in a magazine, at a tournament or at a store opening. That is exactly why the prices are so far apart today.

In this blog we list the Top 15 chase cards from WoTC Promo, counting down from number 15 to number 1. For each card you see the current raw value and the PSA 10 value, in euros with the dollar amount behind it. All pricing comes from Collectr and was collected in August 2026.

Release date and set details

The WoTC Promo series ran from 1999 through 2003 and counts 53 numbered cards, running from 1 to 53 in the order they were released. So there is no split between a main set and secret rares the way there is in a modern set: the number only tells you when a card appeared. Collectr lists 69 products under this series, and that is because the W stamped reprints and the prerelease cards have been placed in the same group. Those carry the number of their original set, which is why you also see numbers like 054/132 and 60/64 among the 53 promos above.

The Japanese counterpart

There is none as a separate series. Japan had its own promo cards, with their own numbering and often completely different artwork, so you cannot line the two up the way you can with a regular set. One exception is in the list above: the Eevee at number 5 was handed out in 2000 during a stamp rally at JR East stations in Japan, but it is in English. That is also the only card in this overview you will have to source from Japanese sellers rather than western ones.

What is the most expensive card from WoTC Promo?

In raw condition the Trainer card Pokémon Center (40/53) is the most expensive, at around €1,398 in near mint. Together with Lucky Stadium (41/53) it was only handed out at the opening of the Pokémon Center in New York on 16 November 2001. There has never been a reprint, so the print run can no longer grow.

As soon as you look at graded cards, the picture changes completely. In PSA 10 the holofoil Venusaur (13/53) is by far the most expensive at over €30,000, while that same card does not even reach three hundred euros raw. Only a handful are known worldwide in that condition, in the order of ten copies, and at those numbers the scarcity sets the price rather than the card. Drop to PSA 9 and you are back to just over a thousand euros. Which card is the most expensive therefore depends entirely on whether you are talking about singles or about slabs.

Conclusion

In short, WoTC Promo is led in raw condition by the two cards from the Pokémon Center in New York, and in graded condition by the Venusaur from the Nintendo Player's Guide. Behind them, the 1st Edition Pikachu from the Jungle packs and the prerelease Clefable carry the two best known stories from the early days of the game, while the W stamped reprints and the early League cards fill out the list.

What makes this series so distinctive is the gap between raw and graded. There are cards in this list you can pick up raw from around one hundred euros, while the same card runs into the thousands in PSA 10. That is because these cards ended up in a magazine or a deck back then rather than in a sleeve, which makes a perfect ten exceptional today. So look carefully at what you are aiming for per card before you buy.
